I don't know if this works for anyone else, but it worked for me and I wouldn't want anyone else going through hell trying to find the solution like I did.
Under 'Select Preferred Graphics Processor', select Integrated Graphics. Under the Program Settings tab, under 'Seleect a Program to Customize, select Binding of Isaac (If it's not on the list, click 'Add' and add in Binding of Isaac).Ĥ.
